While acknowledging the intent behind the proposal, Sergey argued that legislation alone won't make European ecosystems competitive. He pointed to the commercialization of intellectual property and the maturity of the venture capital culture as critical missing elements, and suggested the EU could draw inspiration from the UAE's free zone model as a more effective path.
